Ever since those bygone days of Metro, we've all been struggling to figure out precisely what to call the design language of Microsoft's OS offerings. When the question was put to MS's Will Tschumy, the user experience strategist told a crowd at Build that the company is calling Win 8 apps "Windows 8 Store Applications" -- not exactly as elegant as the aesthetic the company is implementing across its products.

Update: Looks like Microsoft didn't quite get it right yesterday. Redmond's actually calling them "Windows Store apps."

Police Scrapping $42M Communications System - 8 News NOW

LAS VEGAS -- When police officers face danger on duty, their communications with dispatchers can mean the difference between life and death.

After two years of complaints about dropped calls and dead spots, the Las Vegas Metropolitan Police Department is getting rid of its $42 million radio system.

The police department vowed to work out the bugs, but the costly radio system will soon be replaced.

The modern, 700-megahertz radio system, OpenSky, better known in Las Vegas as DesertSky, was supposed to be a high-tech wonder, boosting metro's radio coverage area from 87 to 98 percent valleywide.

But distorted audio became a familiar noise for officers trying to communicate with dispatch or fellow law enforcement.

Some officers said they?feared for their safety.

According to the Las Vegas Police Protective Association, the system does not work and members are glad it is being replaced.

Clark County Commissioner Steve Sisolak, who serves on Metro's Fiscal Affairs Committee, said he has heard complaints from officers about communications confusion.

"If you got an officer out there and it's a dead zone and they need to call for help and they can't get a help call out, it's extremely dangerous," he said.

Now that Metro is dropping DesertSky, Sisolak said he is worried $42 million went down the drain.

"If the system was advertised as one thing that's not performing the way they advertised it, I don't think the taxpayer should have the bear the brunt of that," Sisolak said.

In August 2011, Metro thought the bugs would be fixed once the new radio system was no longer routed through parts of the old system.

"I am confident that the system works for us now, and it will continue to improve as we move forward," Metro Capt. Herb Baker said at the time.

Other law enforcement agencies have also stated they have had trouble with OpenSky.

The manufacturer, Harris Corporation, said the radio system "performed perfectly" over New Year's Eve, even bragging "(Metro's) OpenSky radio system has all bets covered."

In a statement to 8 News NOW, Harris Corp. said it will continue to work with the police department to support their use of the DesertSky system.

"We recognize that each of our customers has unique requirements for their communications environment, and we remain fully committed to optimizing their experience and responding to their preferences for system operation," the company's statement said. "As the needs of LVMPD and Las Vegas evolve, the breadth of the Harris product portfolio ensures that LVMPD will be able to have the system capabilities it needs now and in the future."

Sisolak noted the investment comes at a time when Metro is facing a $46 million shortfall.

8 News NOW has learned that Metro working on building a new radio system that hasn't been plagued by problems in other cites.

Halloween! Halloween! Halloween! Halloween!?

In the nearly 10 years since it?s release, ?The Nightmare Before Christmas? has become a stop-motion classic of a duo-holiday cannon.? It tells the tale of Jack Skellington, Pumpkin?King of Halloween Town, who grows bored of his Halloween ways. Happening upon a portal to Christmas Town, he is struck by the existence of a whole new reality.? Grasped by the vision to make Christmas his own, Jack leads his followers into the unknown with great spirit, but little knowledge. Musical mishaps and misaligned festive mingling ensues: a great film for the family and just plain fun.

However, Tim Burton?s The Nightmare Before Christmas is much more than an imaginative ode of the season and an entertaining movie; it also provides an illuminating case study of unorthodox change.? Through a different lens, the story of Jack?s journey, and the impact of his ?vision? on others, tells a timeless business tale?one which illustrates different features of leadership and change which can be analyzed and applied to business practice.

Jack?s Perspective
The story begins with a leader who has grown bored with a role that has become personally redundant and unfulfilling; the King of Pumpkin Town is bored. Jack? craves inspiration, creativity, and reconnection to his main purpose in life. Recognizing the need for change, and happening upon a portal to a previously unknown dimension of opportunity, in this case Christmas Town, Jack jumps?and takes his followers along for a disastrous ride.? So thrilled by the opportunity to venture into a new industry and so focused on his need to have something new, Jack assumed all of the people would benefit from this change and his personal problems would be fixed.? Unfortunately, Jack did not possess any knowledge of this new industry; his attempts to ?deconstruct? Christmas into its core physical components are woefully misguided.?

Jack the Leader and the Four ?Ps?
Though a well-liked and highly-animated leader, Jack?s initiative was doomed to fail from the start because he did not have proper conditions to support his plan for change. According to Larry Stout, in order to initiate change, the proper conditions must exist to serve as catalyst and foundation alike; these are the four ?Ps?: People, Place, Position, and Period (Stout, 2001, p. 42-46).

People, Place, Position, and Period
Jack had the people. The people of Halloween Town revered him as their leader. Jack had the position. In Halloween Town, he could make things happen.??

However, in the context of place, Jack gets stuck when he decides to lead his people well outside his field of expertise.? In short, Halloween Town and Christmas Town are as different as, well, as different as Halloween and Christmas. Though well-versed in all things Halloween, Jack?s lack of alternative festive knowledge leads to inevitable disaster.? Master of the autumnally macabre, the period (Christmas) Jack led was misaligned with his venture from its wintery start.?

As a result, the people?s view of Jack?s leadership changed; they were unable to follow him simply anywhere.? Warned by at least one member of his community who saw the misfortune waiting in the wings, Jack did not listen. Lacking an inner team with whom to explore, support and transition the change Jack desired, what transpired is not unexpected.

Leadership & Jack
Leaders and managers exist in all organizations and are essential to the development and advancement of a company?especially during change. Employees of all levels need guidance and support to adapt with the changing work environment and rely on a well-planned strategy for the company. While a leader and manager within a business environment play different roles, both are essential to the success of the organization. (Kotter, 2001)

Jack?s followers did not lack for enthusiasm, but sorely lacked the perspective, skills and knowledge critical to the business of Christmas; while processes evolved, as Jack matched people by their closest related skill set, a working structure did not stand a chance. Moreover, worsening matters in translation, Jack did not monitor the change process which resulted in compounded misunderstandings and a conflicted definition of the holidays.

Perhaps the greatest failing of Jack as a leader was his lack of prior failure.? A natural leader within his area of expertise, Jack did not have to work at developing his followers, nor listen to any of their ideas.? After all, everyone looked to Jack to lead. In this way, his leadership appeared more of a cult following rather than inspiration and motivation.? Even venturing into such new territory as Christmas, he failed to address the team for input; when input was offered in the form of offering, Jack simply pushed forward: a key failure in communications.? As with any change, clarity of communications from management and leadership is key for success.

Change: Influence and Implementation
1.? Influencing people to change:
Jack was followed unconditionally by devoted ?ready to where? followers, who he had no problem convincing to do as he asked.? Leaders require ?ready to where? followers to help motivate and move the change plans forward.? However, the people of Halloween Land were devoted to a fault, not paying attention to their own ideas, needs for clarification or need for change. The one resistor in the story, Sally, attempted to warn Jack of the potential of disaster, but Jack did not listen. The disaster of Jack?s plan showed the importance of resistors in change and the vital role has in developing a solid plan for change.? Jack?s personal need for change created the underlying urgency, but because of poor communication, his followers could not understand how to achieve that change.

The people followed Jack because that is what they always did, not because he created a sense of urgency with clear guidelines and meanings for the change. (Jellison, 2007, p. 48-50)? Jack?s plan was severely underdeveloped, which created an unclear vision and resultant miscommunication. The elements of an effective vision include the use of a mission statement, along with a description of the purpose, values and direction of the change (Yukl, 2009, p. 123). The lack of this led to Jack?s inability to monitor the progress of the plans.? Although Jack delegated, the people didn?t understand the purpose of their tasks. With so much focus on the end product (a Halloween-esque version of Christmas), Jack spared none on the process of getting there: motivating, monitoring and adapting to the needs of the process.

2. Change implementation:
The success of change implementation is dependent on the leader?s behaviours. Jack?s actions during the change implementation lacked effective communication of a clear vision, lack of urgency for the need of change, and neglected to monitor the process of change (Yukl, 2009, p.130).? Quite simply, Jack did not fully understand the true meaning of Christmas. In his process of attempted understanding, he kept to himself and learned the only way he knew how: scientific method and logic. He didn?t look into other areas of skill development to become fully competent. This lack of competency created the initial miscommunication, as the townspeople could not possibly fully understand a concept that escaped even their leader.? In the end, Jack proved that you can?t lead what you don?t know.

How Jack?s role can be applied to the business world:
When leading change in a business environment, it is important to have clear vision and purpose for the change. The leader must be driven by more than personal need for change and conditions that support change need to exist. Influencing people to change requires an assortment of different followers, all of which need to be listened to for further development of change. Leaders need to be efficient in listening and communication. This applies to the employees and all of the stakeholders that have invested interest in the organization. Customer, employees, general public and investors need to be heard to comply with any modifications of the organization. Managers and leaders play equally essential roles in leading change. Jack?s leadership crisis shows what can happen if these components are not implemented in the change process. These are lessons we as emerging leaders can take to heart.

THE VALUE OF A REAL CONNECTION

?

More people than ever are becoming connected through social media, smart phones, apps, and many other forms of technology which has lead us silently and swiftly to embrace the age of instant gratification. When we want something, we want it now. We are losing the ability to wait for a delay in the fulfilment of our desires. Feelings of satisfaction are increasingly time sensitive and dependant on being able to almost instantly access a reward for what we are seeking.

Without our devices, most of us feel cut off, disconnected from our friends and what is going on in the rest of our world.? When we connect through a phone or computer, many aspects that go with a face to face communication are lost. The emotional exchange that happens when we experience each others? facial expressions and body language is missing. Matched expressions of emotion are known to have a calming effect on our minds and bodies.

?The depth of connection with people and animals isn?t really possible using this kind of virtual contact. I sometimes reflect back to the days before mobile phones and wonder how I managed to find people and places with just an address and a landline number. If I needed to call someone, I would have to scout around for the old fashioned telephone kiosk, now a museum piece, praying I had the right change. Unless the other person was within reach of the receiver, my call would go unanswered. It was so much harder to keep in touch even fifteen years ago. A certain amount of sideways thinking and resourcefulness was needed to accomplish what often felt like a mission.

Successful communication with horses happens when we are able to bridge the invisible gap between our body language and their emotions in order to positively influence behaviour. We live in an age of rapid exchange of information but ?talking? to your horse is usually far from instant, it requires much time and effort before a rewarding connection is acknowledged by both parties. It is so much easier to join up electronically with friends and discuss where our relationship is at and how we are going to improve it than actually going out and working on it in physically. Technology can rob us of the will to make tangible, consistent endeavours towards building a true connection with animals, but conversely, our need to do so has never been greater. Our desire to achieve a meaningful bond is historically stronger than ever. Although the advantages of instant messaging, social sharing etc are huge, they can?t fill the gap in our hearts that long to connect in a more inwardly satisfying way.

When we interact with a horse there is a direct communication through body language and unexpressed emotion. In other words, horses pick up on our thoughts and feelings whether or not they are expressed or visible. They are definitely affected by our mental state; we can?t fake it.? Reactions, in the form of feedback, take place without disguise, and with complete authenticity. Unlike a horse, we can say one thing but mean another and manipulate our facial expression to mask what we are really thinking.

Since horses are large and imposing animals, we are likely to notice their behaviour, and in doing so, we have the ideal opportunity to look at our own. The lack of CM, has brought skepticism to organizations as business rarely be able to quantity the benefits originally stated in the Business Case ? which is where Change Management comes in. This is not the only reason though; there are a few more as important such as leadership, strategy., etc.?
  • CM means a lot of things: Change Management is the discipline of assessing for, planning, and mitigating risk. If you mean Change/Release/Validation processes, then they would seem to be a natural extension of a project; if you mean Human and Organizational Change Management, then, that too would seem to be a natural result of every project - the point of all projects and all system is change;

Change management practices are supportive of project management. They aid in control of "feature creep" and help to maintain scope and deliverable stability across the project lifecycle.
  • Some Argument: Change Management can exist without Project Management, but Project Management cannot exist without Change Management.?Well, if we think Project Management is beyond managing IT or software project only, treat Change Management itself as project, such as culture change, it may also need the set of change principles to sustain the changes. ?

  • Consistency A well designed CM & PM system will ensure consistency in the use of established processes, ensure compliance with agreed policies and enable all reporting required for management of KPIs, SLAs and other audit related issues.?
  • From Good Project Manager to Great Influencer: No matter how well the project manager managed the project, came in under budget or time, she/he may not have achieved the cultural change required to adopt any changes in process or operation that the project was all about implementing. She/he may in fact be a great manager of a project team, but not a good influencer of people to embrace change after the project is implemented.

  1. Change management is core discipline and strategic Policy in Project Management


  • Project Leadership Discipline: Leadership must work hand-in-glove with PM throughout the project life cycle to ensure all the necessary elements of success are in place; and intervene if/when they are not, it's because creating and sustaining change is a leadership responsibility requiring strong governance ?/sponsorship on both the IT and business side; PMs define & implement the mechanics of the change while Leadership must create the need/culture for change (Executive support, alignment, incentives, understanding, communication, policies & procedures, etc.) which ensure the success of the project.?
  • Change management is one of the core disciplines which helps ensure an IT project is "ready" to go live in production. A mature project readiness review process will include several system management control points. However, change Management is often overlooked and done poorly. An hour or two of training and then someone "checks off" change management. Successful CM requires high level consulting and people skills and every situation is different. PM has some specific disciplines. But do not confuse Project Tracking and resource management with true PM.
  • CM is a strategic policy, PM is tactical for project managers: Project Management gets you from A to B. Change Management ensures that while getting to B the business does not experience negative impact.
  • CM is everyone's responsibility. Change management is often done poorly, and left to what would be better-described as a training team., and should never be delegated to "B team" players who spend their time creating documents rather than talking to stakeholders which also requires a lot of skills to be effectives.
  • CM as Discipline to Continuous Improvement: Change management is one of many disciplines needed to deliver business transformation, or business improvement, or a program/project. Change Management could happen in an operational setting where the CM task becomes the project. Project management includes an embedded CM component. CM + PM ++ = Continuous Improvement
  • CM as Communication Guideline: Project management is focused on internal/project resources and change management is focused on stakeholders external to the project team. Software Projects are done to automate processes among other reasons, the project needs change management to ensure completion within time and budget. Once developed, the change has to be effectively communicated within the organization and that?s the real role for change management. Many times, change management is the most important, least cared field, since it is seen as a soft discipline in a world of engineers.
  • CM like GPS: Act in current operations or processes, introduction of more progressive ways of achieving the same result, normally for increased efficiency or added value. All these need a vehicle to arrive at the desired point. CM like GPS, smoothes the way, provides the route to understanding, acceptance and adoption..

Beirut braces for funeral of anti-Syrian official

BEIRUT (AP) ? Lebanese forces set up road blocks and cordoned off Beirut's central square Sunday, boosting security in the capital ahead of a public funeral for an assassinated intelligence official who was a powerful opponent of Syria.

The bombing on Friday killed Brig. Gen. Wissam al-Hassan and seven others in an attack that many blame on Syria. Al-Hassan, 47, headed an investigation over the summer that led to the arrest of former Information Minister Michel Samaha, a Lebanese politician who was one of Syria's most loyal allies in Lebanon.

Even before the bombing, the civil war in neighboring Syria had set off violence in Lebanon and deepened tensions between supporters and opponents of President Bashar Assad's regime. The attack heightened fears that Lebanon could easily plunge back into cycles of sectarian violence and reprisal that have haunted it for decades.

Dozens of anti-Syrian protesters erected eight tents near the Cabinet headquarters in central Beirut, saying they will stay until Prime Minister Najib Mikati's government, which is dominated by the Shiite militant group Hezbollah and its allies, resigns. Hezbollah is Syria's most powerful ally in Lebanon, which for much of the past 30 years has lived under Syrian military and political domination.

"The Syrian regime started a war against us and we will fight this battle until the end," said protester Anthony Labaki, a 24-year-old physiotherapist who is a member of the right-wing Phalange Party. He said the protesters will not leave the area until Mikati's government resigns and those behind al-Hassan's killing are uncovered.

Syria's hold on Lebanon began to slip in 2005, when former Prime Minister Rafik Hariri, an opponent of Syria, was assassinated in truck bomb along Beirut's Mediterranean waterfront. Syria denied any role. But broad public outrage in Lebanon expressed in massive street protests forced Damascus to withdraw its tens of thousands of troops from the country.

For years after the pullouts, there was a string of attacks on anti-Syrian figures in Lebanon without any trials for those responsible. Assad has managed to maintain his influence in Lebanon through Hezbollah and other allies.

Samaha, the former minister arrested in al-Hassan's investigation, remains in custody. He is accused of plotting a wave of attacks in Lebanon at Syria's behest.

Syrian Brig. Gen. Ali Mamlouk, one of Assad's most senior aides, was indicted in absentia in the August sweep that saw Samaha arrested. Samaha's arrest was an embarrassing blow to Syria, which has long acted with impunity in Lebanon.

The car bombing struck Beirut's mainly Christian Achrafieh neighborhood and also wounded dozens of people, including children.

Al-Hassan will be buried in Beirut's Martyrs Square next to the late Hariri. Security was tight as thousands of people headed to the capital from around the country to attend the funeral.

Al-Hassan's body will first be taken to police headquarters for an official procession to the square.

Policemen and soldiers cordoned off the square, searching people trying to enter and barring vehicles. Giant posters of al-Hassan were set up around Beirut ahead of the funeral, calling him a "martyr of sovereignty and independence."

On Saturday, Mikati linked the bombing to the Samaha case.

"I don't want to prejudge the investigation, but in fact we cannot separate yesterday's crime from the revelation of the explosions that could have happened," he said.

Mikati, who opponents say is too close to Syria and Hezbollah, offered to resign after the bombing. But President Michel Suleiman asked him to stay so as not to add to the instability.

Many of Lebanon's Sunni Muslims have backed Syria's mainly Sunni rebels, while Shiite Muslims have tended to back Assad. Assad, like many who dominate his regime is a member of the Alawite sect, an offshoot of Shiite Islam.

Al-Hassan was a Sunni who challenged Syria and Hezbollah.

(AP) ? China's economic model that delivered three decades of double-digit growth is running out of steam and the country's next leaders face tough choices to keep incomes rising. But they don't seem to have ambitious solutions. Even if they do, they will need to tackle entrenched interests with backing high in the Communist Party.

The cost of inaction could be high. The World Bank says without change, annual growth could sink to 5 percent by 2015 ? dangerously low by Chinese standards. Some private sector analysts give even gloomier warnings.

The government's own advisers say it needs to promote service industries and consumer spending, shifting away from reliance on exports and investment. That will require opening more industries to entrepreneurs and forcing cosseted state companies to compete. State banks would have to lend more to private business that is starved for credit.

The ruling party's latest five-year development plan promises reforms in broad terms. Premier Wen Jiabao apologized at a news conference in March for not moving fast enough and vowed quicker action. But many changes could face opposition from China's most influential factions ? state companies, their allies in the party, bureaucrats and local leaders.

"If the challenge is, can they do radical reform all at once, we know that won't happen because these leaders aren't powerful enough," said Scott Kennedy, director of Indiana University's Research Center for Chinese Politics & Business in Beijing. "They are facing interests which wouldn't possibly allow that to occur."

Also at issue is how much Communist Party leaders are willing to cut back state industry that provides jobs and money to underpin the party's monopoly on power.

Li Keqiang is the man in line to lead reforms as the next premier, China's top economic official. Now a vice premier, Li is seen as a political insider with an easygoing style, not a hard-driving reformer. Along with the rest of the party's Standing Committee, the ruling inner circle due to be installed in November, Li will govern by consensus, which could blunt their force.

"They are under pressure to change the economy, but they will not demolish party control," said Mao Yushi, an 83-year-old economist who is one of China's most prominent reform advocates. He co-founded the Unirule Institute of Economics, an independent think tank in Beijing.

Li showed his political skills but little zeal for reform as governor and later party secretary of populous Henan province in 1998-2004.

His time there coincided with several fatal fires ? including a Christmas Day blaze at a nightclub in 2000 that killed 309 people ? and efforts by local officials to suppress information about the spread of AIDS by a blood-buying industry. Other officials were punished for the fires but Li emerged unscathed and rose to national office.

"Li was known for not acting very aggressively in Henan, to put it charitably," said Dali Yang, a University of Chicago political scientist.

The man in line to become Communist Party leader and China's president, Xi Jinping, has a similar reputation for successful inaction.

In the 1990s, he served as party secretary of Zhejiang province, a thriving center for private business south of Shanghai, and won praise from observers including former U.S. Treasury Secretary Henry Paulson, who dealt with him as an investment banker. They lauded him not for spearheading change but for not tampering with Zhejiang's free-market success.

The next leadership will inherit one of the world's strongest economies but one in which advocates say reform is stalled.

Many observers trace the past decade of double-digit growth to changes forced through by former Premier Zhu Rongji, who overcame resistance from companies and party factions to slash the size of state industry in the late 1990s. He led Beijing into the free-trading World Trade Organization, driving a jump in trade growth that propelled China past Germany in 2009 as the world's biggest exporter.

After Zhu retired in 2002, leaders reaped the financial benefits but focused on other areas: reforms of the legal system and trying to close a yawning gap between rich and poor with more spending on health and other social services.

They built up state-owned "national champions" in industries from oil and telecoms to steel and banking with monopolies, low-cost bank loans and other favors. Beijing's huge stimulus after the 2008 global crisis flowed through state companies, increasing their dominance while entrepreneurs who generate China's new jobs and wealth struggled.

The government defends the privileges given to its oil, telecoms and other major companies as necessary for building up Chinese global competitors. But entrepreneurs complain those companies abuse their control over essential resources such as energy, phone service and bank loans to gouge customers and pay their managers inflated salaries while stifling job-creating private businesses.

In a report last year, Mao's institute calculated the biggest state companies consumed trillions of yuan (hundreds of billions of dollars) in subsidies over the previous decade. It said they are so inefficient that their return on equity ? a broad measure of profitability ? was an average loss of 6 percent a year.

Wen Jia, a manager for the privately owned Traveling Bestone travel agency in the western province of Chengdu, said her company struggles to compete in an industry that is hemmed in by state companies.

"The attractions belong to the state. So do some of the good hotels. The insurance, airlines and train tickets are the same," said Wen. "State-owned travel agencies get prices 10 percent lower than we do on attractions and state-owned hotels."

The abrupt economic slowdown that began last year has heightened frustration among entrepreneurs and the public. Growth fell to 7.4 percent in the latest quarter, its lowest level since early 2009 and barely half of 2007's explosive 14.2 percent.

"''The criticism is about how the distortions are not just benefiting those vested interests but also that they reduce the efficiency of the economy," said Yang. "The pressures in the economy paradoxically provide them with more of a mandate for doing things because they have to do things."

The World Bank and a Cabinet think tank, the Development Research Center, offered an ambitious roadmap for reform with a report in March that called for scaling back state industry and opening markets to private and foreign competitors. It warned that without change, China might be trapped at its current middle-income levels.

"The difference that reforms can make is the difference between a 6 to 7 percent growth pace and no growth at all," said Societe General economist Wei Yao in a report.

Supporters of reform were encouraged by the fact that both current Premier Wen Jiabao and Li, his likely successor, supported the research that went into the World Bank report. They were disappointed when Li failed to endorse its recommendations, though he might have remained silent to avoid stirring up opposition ahead of the leadership transition.

Changes to state industry will be politically sensitive. Companies that oppose giving up monopolies and other favors can argue that they provide tax revenue, provide money to develop poor ethnic minority areas and pay for ambitious but unprofitable initiatives such as developing homegrown mobile phone technology.

Bosses of the biggest companies are appointed by the party and are politically influential. Some will take part in the November party congress to install the next leadership. Their companies also create a cadre of well-paid executives and other professionals who form a base of support for continued one-party rule.

"State-owned enterprise bosses are very powerful. They outrank the people who are supposed to regulate them," said James McGregor, an American businessman in Beijing and author of the new book "No Ancient Wisdom, No Followers: The Challenges of Chinese Authoritarian Capitalism."

"That's going to be a very hard thing to break. But the countervailing pressure is that growth can't keep going unless they loosen up," McGregor said. "The party's only credibility is making life better, and if that doesn't happen, how do you maintain stability?"

The state Department of Education has announced it is implementing key statewide goals and strategies including improving communications.

Leading this effort will be Donalyn Dela Cruz, who has accepted the position of director of communications.

?When we put our strategic plan together, communications was an area in which staff, teachers, and parents asked that we improve; it was a clear directive from various levels within the department, schools, and community,? Superintendent Kathryn Matayoshi said.

?As we continue to transform education in Hawaii?s public schools, it is imperative that we establish effective communication channels at all levels to reach our goal of improving student achievement,? she said.

The 2012 update to the 2011 to 2018 DOE Strategic Plan states the following:

* Improve(ing) our communication internally and externally so that we can all work together in support of Student Success

* Improving communication includes reaching out to our families, communities, and businesses

* Building stronger partnerships to support student learning

* Promoting learning opportunities beyond the classroom

Dela Cruz has 17 years of experience in various aspects of communications including media relations, communications strategy, public outreach, crisis management, and government relations.

Facial recognition helps ID winners in presidential debates

Marketing researcher Chris Kowal has an unusual way of deciding who wins each U.S. presidential debate this year. He's using facial recognition technology to capture the emotions President Barack Obama, presidential candidate Mitt Romney and their vice president picks show while they debate. Whoever is more open and expressive appeals to voters more, Kowal?told WLFI, a Lafayette, Ind. news station.

"The most important part of any type of branding, sales appeal, voter attraction, whatever you want to look at, is going to be that emotional connection," Kowal said. He is a professor at Purdue University in West Lafayette.

Kowal found that Obama won the second presidential debate on Oct. 16, an assessment that agrees with many news outlets' conclusions. Compared to his performance in the first presidential debate on Oct. 3, Obama was more confident, showed a wider range of emotions and connected with the audience better, Kowal?told WLFI. The researcher noted the sadness in the president's face when he talked about the shootings in Aurora, Colo.

Romney showed a more limited range of emotions, but nevertheless displayed some strong feelings, especially disgust, Kowal told WLFI. The Republican candidate showed pride when he talked about his governorship of Massachusetts, Kowal said.?

The software Kowal uses analyzes video clips, tracking the movement of 491 points in people's faces to identify universal emotions such as happiness, sadness, disgust, surprise and fear.?

Kowal has put his software to work for all of the debates so far. During the first presidential debate, he found Romney displayed aggressive, powerful emotions "70 percent of the time he was speaking to President Obama," he?told WTHR, an Indiana-based NBC affiliate.?

Obama, on the other hand, kept his head down, making it difficult for the software to track his emotions. "He didn't allow himself to be expressive," Kowal said.?

During the vice presidential debate Oct. 11, Kowal identified aggressive emotions in Vice President Joe Biden and surprise in Republican candidate Paul Ryan. Nevertheless, Ryan was likeable throughout the debate, Kowal said.?

Kowal didn't identify a vice presidential debate winner for CNN anchor Brooke Baldwin,?who interviewed him. Instead, he said the debate probably encouraged and motivated decided voters on both sides without necessarily swaying undecided citizens.

Kowal will use the data he collects this election season to check his analyses match how voters really feel, WLFI reported. It should also be possible to use facial recognition to check when debaters are lying, Kowal said.?

Giannino at Meydan Beach Club - a new Italian stallion?

Meydan Beach Club - DubaiFooDiva should have heard of Giannino, the Michelin and celebrity star-studded Italian restaurant in Milan ? but the fact is I hadn?t and the concept has now descended on Dubai at the spankingly all-white, all-new?Meydan Beach Club. Where?s?that?you may ask as I did? Exactly where the derelict sales centre stood on JBR Walk, opposite the Movenpick.

We walked in on a Friday evening the weekend before last to find a brightly lit restaurant and lounge bar?with only a handful of tables occupied. Plush lime green banquettes, plump purple cushions and crisp white tablecloths make for a rather regal feel. I hadn?t appreciated until we asked for the wine list that Giannino was still in soft opening, despite having opened over a month ago. Only?a couple of wines were available as their Italian wine list?was still on order ? rather odd don?t you think given this restaurant is operated by Meydan, i.e. the same outfit as Bab Al Shams and the racecourse? Ordering two glasses of prosecco, the waitress appeared confused as it wasn?t on the limited drinks list and wandered off, only for another waitress to return with a chilled bottle ready to pour into wine glasses. No thanks, we?d like champagne flutes please and off she scuttered to fetch some. If you?ve got them why not offer them? Apparently, tableware was also still on order [note, FooDiva was recognised hence the soft opening explanation.]

The menu is divided into?antipasti, the pasta primi piatti, risotto, soups and onto fish, meat and classical Milanese specialities for mains. Given the prices?more on that later?FooDiva and Italian chef for hire and author Maurizio Pelli settled on a couple of pasta dishes for starters. My spaghetti arrived perfectly al dente and sprinkled with fresh pepperoncino ? but rather than the listed red onion it was swimming in a little too much green spring onion making for a rather watery sauce whilst drowning out the piquant pepperoncino. Meanwhile, M?s fresh, plump tortelli was stuffed with potatoes and string beans, drizzled with Genoese curd, basil pesto sauce and a handful of pine nuts. Fussy M declared it an exceptionally executed dish, whilst FooDiva gobbled one and looked on?with food envy.

My main course of choice had to be the Milanese signature dish of pan fried and breaded veal cutlet ? all 280 grams of thick, chunky Dutch veal -?a dish the Viennese also stake claim to. With a dash of lemon making for a crunchy yet?velvety?breaded coat, the meat was so moist and cooked perfectly pink. M argued that a thin boneless veal escalope, a?la Viennese-style?is a better option for the Milanese, but oh no FooDiva was happily hanging onto this goodie. Crackling slithers of fresh purple potato crisps and juicy oven-baked cherry tomatoes on the vine made for a light and ideal accompaniment.? M?s Scottish octopus grilled on coals was as soft as butter ? the most tender squid?I have ever, ever tasted. Groan?more food envy. A mellow puree of squash and yellow bell pepper sauce with a tang of tart balsamic was all that was required to mop it up.

We shared a dessert of rhubarb jelly cubes, which?once we?d succumbed to the?gelatinous texture of the first bite, were?tangy and moreish?- dipped into a light yoghurt and sprinkled with a biscuit crumble and the odd blueberry. A modern day adaptation of rhubarb crumble, but hardly Italian. Like Roberto?s, perhaps avoid the fusion influence and stick to simple authentic Italian desserts such as the tiramisu, which in all fairness we didn?t try.

Now for the bad news, prices are extortionate with our primi piatti starters at AED 130 ? 160 (antipasti is similarly priced), and mains AED 170 ? 250 each! On a par with its Italian godfather we were told when I expressed my horror. A glass of prosecco AED 95. With booze as we know so much more?expensive in Dubai, the dining out experience at Giannino here?is at a?much higher premium than Milan.?The food may have impressed, but for a beach club location on a casual strip of Dubai where the service requires fine-tuning, Giannino is pricing itself out of this market and potentially out of diners. A real shame but for that reason, here?s to a three out of five FooDiva knife rating. Reduce your pricing and you may be up for a four, and perhaps even an Italian stallion accolade.

Beth Orton Returns with Sugaring Season The Santa Barbara ...

t?s been well over six years since Beth Orton released Comfort of Strangers, the stunning and record-deal-ending fourth album that would usher in a long period of public respite for the acclaimed singer/songwriter. Outside of the music-industry microscope, Orton took on a number of new challenges, including single-motherdom, marriage, and the birth of a second child, all the while continuing to pen songs in?private.

A Lilith Fair staple and potent collaborator for electronic-music masters The Chemical Brothers, Orton embodies the singer/songwriter aesthetic; she composes and performs mostly on acoustic guitar, and her songs are personal, love-filled, and often imagery-laden landscapes delivered in a soothingly strong voice. Still, her work has always stood out as a fuller and more dynamic take on the?game.

Most recently, she released Sugaring Season, her fifth studio album and first output since Comfort of Strangers. Like its predecessors, Season finds Orton?s voice at the forefront, delivering lines that are romantic, haunting, and expressive. It?s also easily one of Orton?s finest and most naturalistic outputs to date. This Saturday, Orton takes to the stage at the Lobero Theatre for a performance in support of Sugaring Season. Recently, I spoke to her about motherhood, touring, and the changing face of the music?industry.

What prompted you to get back into the studio? I hadn?t really stopped writing; I just hadn?t been very public with it until now. I got to a point where I had a certain amount of songs, and I felt really strongly that they could make a good record, so that?s when I started looking for a producer. That?s when I met Tucker?Martine.

How did Martine fit into Sugaring Season? He was integral. He was like the midwife ? he saw it through. He?s a very present individual. If I wanted to play the band a song, he had his eye on that, and he had the foresight to press record. He never thought, ?Oh, they?re just having a run through, and I?ll leave them to it.? He had his ears open all the time. He was just a joy to work with. He was?fantastic.

How did you settle on the album title? ?Sugaring season? is an expression people use in Vermont, and I wrote a song around the title, just because I thought it was a beautiful expression. I thought it was a really nice title for a record, but that was simply because it sounded so beautiful. When I got to hear about what it actually meant ? it?s this time of year when the sap rises in the trees, when there are these long cold nights and these slightly warmer days, and that creates this tension that allows the sap to rise. Then the more I heard ? that you have to get a lot of sap to make a little bit of sugar and that the sap can be quite bitter ? it spoke a lot about the process of creating songs and my experience over the last six years trying to extract the sugar out of?situations.

How did motherhood weigh in on the writing process? Over the last six years, when I was left to my own devices, it was one of the most creative periods. Having children, I had to find a different discipline, and I had to make time to write. I would set aside time to write, and sometimes it would be to just get out of the way of the children and find some peace and quiet for myself, but something always came of it, whether it was good or bad. Also, the whole sleep-deprivation thing, which is a torture in some countries ? I was up at strange times of the night and day. And a lot of the time it was like, ?Well, I might as well do something.? There was this between-worlds kind of time of writing, as well as a lot of sober, during-the-day writing that went into making these?songs.

After six years away, do you sense a shift in the industry? Have things changed? I don?t know; the nuts and the bolts seem to be the same. Everyone keeps saying, ?Oh, it?s so different.? I can see an industry in decline. I?ve been going along and hearing stories about people and reflecting on how it was, and I can see it. On the other hand, this positive and kind of na?ve voice comes in, and I think, well, isn?t it fantastic to have the Internet? Isn?t it fantastic that the choice is being put back into the hands of the individual instead of the tastemakers? It?s not ruled by what?s on the radio. Are you number this or number that? Who gives a toss? At the end of the day, it?s just about quality, and I think quality has become really important again. The mainstream has gone particularly crap in a lot of ways, but at the same time, there?s this undercurrent, this movement beneath that that I think is really exciting. I don?t think it?s the death of music. Maybe it?s the death of the music industry as we know it, but that?s not necessarily the worst?thing.

How have the shows been thus far? The shows have been great. Being on the road is grueling. My son got a cold halfway through, so I got the cold, and baby colds are kind of like being hit on the head with a baseball bat. It?s been intense. It?s a new experience, and yet it?s an old experience, too. I remember why I stopped doing this for a while. [Laughs.] But it?s beautiful to connect to the audience, and it?s wonderful to sing the songs. I?m so grateful for it, I really really am, but it?s an intense way of?living.
