Parents lined up early for the Parks and Recreation Department?s Build-a-Dream Scholarship sign-up event.

The scholarship program is designed to provide recreation opportunities for?under-served?families with children between the ages of 4 months and 16 years of age.? Program eligibility requirements state that the family?s income level must meet low-income criteria, and they must be residents of Arlington.

The idea is to give children the opportunity to participate in Parks and Recreation sponsored classes and activities such as music, dance, art classes, gymnastics, sports leagues, and after-school programs. Everyone who participates is encouraged to develop new skills, have social interaction, and take part in physical activity in a safe, positive environment.

At the Build-a-Dream sign-up event, parents pay a $5 registration fee to complete the registration process and sign their children up for the classes. A $65 scholarship is provided for a single child, and there is a maximum of $130 per family for those who sign-up two or more children.

Parents whose children have previously participated in the program have positive comments. ?This program provides my children with a very important opportunity to be active and not at home watching television,? said Jessica Gomez, mother of three. Ann Marie, mother of four, says, ?The activities provided get my children out to exercise, and it?s good for the family.?

Funding for the scholarship program comes from a combination of sources.? The $30,000 available for the February sign-up came from a corporate donor, Concentra, the Arlington Tomorrow Fund, and Community Development and Block Grants.? City of Arlington employees also contributed by sponsoring departmental ?blue jean days? and by donating the money directly to the scholarship fund.

According to Recreation Department Customer Service Coordinator Tywanda Craft, ?In 2011, the Build-a-Dream Scholarship Program served a total of 1,264 Arlington children. This is a wonderful, positive program. It?s all about helping kids with their self-esteem and positively impacting their health. We have enough money this time (February sign-up event) to help about 500 children.?

A donation from a business or individual to the Build-a-Dream Scholarship Program is tax deductible in accordance with Section 170(c)(1) of the Internal Revenue Code.

Sign-ups for the Build-a-Dream scholarship program are held twice a year, in February and August at the Parks and Recreation office located at 717 Main Street in Arlington.? Online applications are available in English?or in Spanish.

More than 30 people have been killed in clashes since Tuesday when it was first reported that copies of the Muslim holy book and other religious materials belonging to Taliban prisoners had been thrown into a fire pit used to burn garbage at Bagram Air Field, a large US base north of Kabul.

Those killed include a US lieutenant colonel and a major shot in the head with what is believed to have been a silencer-equipped pistol inside a heavily guarded Interior Ministry building Saturday.

The New York Times reported Sunday that according to three Afghan security officials familiar with the case, the main suspect worked in the ministry for more than a year as a driver.

As a result of the recent violence directed at allied forces, NATO, Britain, and France have recalled their international advisers from Afghan ministries. German troops were withdrawn early from an outpost in northern Afghanistan, and US advisers have been ordered to stay inside the secure US Embassy compound in Kabul.

Report: Iran ramps up nuke work

Updated at 3:16 p.m. ET: VIENNA -- Iran has rapidly ramped up production of higher-grade enriched uranium over the last few months, the U.N. nuclear agency said Friday, in a confidential report that feeds concerns about how quickly the Islamic republic could produce an atomic bomb.

The report by the International Atomic Energy Agency also said Iran had failed to give a convincing explanation about a quantity of missing uranium metal. Diplomats say the amount unaccounted for is large enough to be used for experiments in arming a nuclear missile.

"The Agency continues to have serious concerns regarding possible military dimensions to Iran's nuclear program," the Vienna-based U.N. body said in a quarterly report about Iran issued to its member states.

Israel, which has threatened Iran with pre-emptive strikes on its nuclear sites, had no immediate comment on the report. Germany, which has backed tough new sanctions on Iran, said it was further cause for concern.

"Germany is very concerned about the latest report from the IAEA. We think Iran should understand the key to ending sanctions is in their own hands, they have a duty to cooperate with the international community," said German Foreign Minister Guido Westerwelle.

The Islamic republic's rapid expansion of work which can have both civilian and military purposes underlines that it has no intention of backing down in a long-running row with the West that has sparked fears of war in the Middle East.

Tehran says its nuclear program is exclusively for civilian purposes and denies it aims to make atomic weapons.

Iran thwarted investigation into nuclear program, UN watchdog says

The confidential IAEA report said Iran has, since late last year, tripled output of uranium refined to a level that brings it significantly closer to potential bomb material, an official familiar with the agency's probe said.

Making clear the two sides were far apart, it said there were major differences on how to tackle the issue and that Iran had dismissed the IAEA's concerns as "unfounded." No further meetings are planned.

The setback increased concerns of a downward spiral towards conflict between Iran and the West, and sent oil prices higher.

IAEA Director General Yukiya Amano urged Iran in the report to provide "early access" to Parchin, a military site near Tehran seen as central to the agency's investigations into possible military aspects of Iran's nuclear work.

The failure of the two-day IAEA visit could hamper any resumption of wider nuclear negotiations between Iran and six world powers - the United States, China, Russia, Britain, France and Germany - as the sense grows that Tehran feels it is being backed into a corner.

The IAEA report said Iran had carried out a significant expansion of activities at its main enrichment plant near the central city of Natanz, and also increased work at the Fordow underground facility.

Enriched uranium can be used to fuel nuclear power plants, which is Iran's stated aim, or provide material for bombs if refined much further, which the West suspects is Tehran's ultimate plan.

At Natanz, the IAEA report said 52 cascades - each containing around 170 centrifuges - were now operating, up from 37 in November.

At Fordow, almost 700 centrifuges are now refining uranium to a fissile concentration of 20 percent and preparations are under way to install many more, the report said.

Fordow is of particular concern for the West and Israel as Iran is shifting the most sensitive aspect of its nuclear work - refining uranium to a level that takes it significantly closer to potential bomb material - to the site.

Estimated to be buried beneath 80 meters (265 feet) of rock and soil, it gives Iran better protection against any Israeli or U.S. military strikes.

The report said Iran had now produced nearly 110 kg of uranium enriched to 20 percent since early 2010. Western experts say about 250 kg is needed for a nuclear weapon, although it would need to be enriched much further.

An IAEA report in November suggested Iran had pursued military nuclear technology helped to precipitate the latest sanctions by the European Union and United States.

Iran last month said it had started to refine uranium to a fissile concentration of 20 percent - compared with the 3.5 percent it mainly produces at Natanz and which is used for nuclear power plants - at Fordow.

Nuclear bombs require uranium enriched to 90 percent, but Western experts say much of the effort required to get there is already achieved once it reaches 20 percent concentration, shortening the time needed for any nuclear weapons "break-out."

It's been exciting times over here. After years of use and countless internal updates, my laptop was finally lagging enough to warrant an upgrade (Photoshop is a love/hate relationship of codependency, I tell ya). The upgrade is nothing wildly different...in fact, it looks almost exactly the same, as I ended up moving over to the same model with updated specs. It was the equivalent of buying the very same car again, but this year's model with the soft Corinthian leather seat option and better torque. Despite the "sameness", a new machine is still a momentous occasion and I spent countless hours fiddling and customizing my new digital digs that first day.

Of course, as soon as I left the pristine machine of gigaFLOP crunching glory unattended, one of our cats, Eames, sauntered over to curiously inspect the new addition to the household. Satisfied and bequeathed his approval, he eventually decided the $2K+ machine was to be his very own fruit logo adorned heating pad. An aluminum throne worthy of his fur-clad posterior. Such is the logic of the feline mind, such is the horror of a new Mac owner.

Our other cat, Eero, has much better manners around the computer, and occasionally likes to point out grammatical mistakes.

After being shooed off the laptop and throwing me a disdainful glance, Eames allowed me to use my new machine again, but not before I had to clean off the small collection of fur he'd left. This all happened because unlike my previous machine, I had left the laptop opened, flat on a table. Normally, I keep the laptop stationed on a pedestal stand, both for ergonomic eye level and additionally for air circulation (for something called a "laptop", MacBook Pros can scorch your legs after extended use). I only then realized the stand was also the reason our cats probably never bothered much with the laptop prior.

So today I created a small checklist of accessories related to cat countermeasures, but also for general protection of my prrrrrrecioussss:

If you've got a MacBook Pro and use it docked for home use, I highly recommend the Rain Design mStand. Elevated and angled for correct eye-viewing level, my laptop sits snugly and securely upon this stand, also positioned at an angle most cats will not deem optimal for their resting pleasures. I'm on my second one now, giving Emily the other.

I primarily use an external keyboard, but if I was using the laptop's built-in keys, I might consider covering it up with a silicone skin (the one above is from ICOVERS4U, but there are numerous offerings online). Might be worth considering anyway, since the skin will not only keep any errant fur or dust from entering the machine, but will add a little splash of colour to any otherwise staid looking machine (they're also available in black, white, red, and blue).

Most people armor their smartphones in cases and clear applique skins, but not as many do so with laptops. Yet, they're bound to get scratched and dinged as easily if you carry them around regularly, especially with pets (or kids) around. That's the very reason my previous model was covered in a clear scratch-proof skin and why I'll do it all over again with this new one.

Clear protectant skins can be a pain in the posterior to install, but once on, you'll never have to think about it again, adding a layer of insurance for cosmetic concerns and resale value.

$50 for something like the BodyGuardz skin seems a bit steep. But I'd note 4 years later, after applying something very similar, my older machine is unmarred by any noticeable scratches where the skin was applied. Upon peeling it off this week, it appeared like a snake molting old skin and revealing an unblemished version underneath.

If all else fails, I'll just invest in putting together a Blender Defender, a motion-detecting cat deterrent (I'm just joking...kind of...maybe...ummmm).

The first horses in North America would not have been able to hold their own in the Triple Crown. At just about 5.6 kilograms the Sifrhippus sandrae hoofed onto the scene some 56 million years ago about the size of a small dog.

But then a funny thing happened. In the next 130,000 years during the Paleocene?Eocene Thermal Maximum, these small equines got even smaller, reaching the tiny size of 3.9 kilograms?some 30 percent lighter than their initial heft. Just 45,000 years later, however, the genus had bulked up to seven kilograms. And the horses were not the only ones. Many other mammals in the area followed the same pattern.

These animals' sizes likely resulted from relatively rapid climate change, suggest the authors of a new study published online Thursday in Science.

The study "highlights the importance of temperature on evolution?particularly mammal evolution," says Felisa Smith, a professor of biology at the University of New Mexico in Albuquerque, who wrote an essay on the findings in the same issue of Science. And it adds a new high-resolution tracking of body size and temperature during a crucial?and long puzzling?time in geologic history.

The researchers did not have complete skeletons to measure for all of the animals, so to track the size of the horses over time they looked at their teeth?in particular, their molars. "It turns out that teeth are much better than femurs," Smith says. A leg bone "does tell you something about size, but teeth are much better." And as far as teeth go, she says, "the best thing to know is the area of the first molar."

The teeth came from a fossil-rich area called Cabin Fork in Wyoming and are part of a substantial collection at the University of Florida built in part by study co-author Jonathan Bloch, an associate curator of vertebrate paleontology there. From the collection, the research team could estimate the size of about 44 diminutive adult horses.

Some 40 percent of other mammals in the area seem to have experienced similar shrinking and subsequent growth, notes co-author Ross Secord, a vertebrate paleontologist at the University of Nebraska?Lincoln. They stuck with the small horses, however, because they had much more solid records from which to accurately date the samples.

The researchers used oxygen isotopes left by freshwater in the fossils to track mean annual temperature from when the animals had been alive. In particular, they sampled the isotopes from teeth of a large, water-dwelling mammal Coryphodon. With these isotope readings, "you get a little, tiny window as to what the temperature was at that time," Smith says.

This close reading has excited Smith and others who have been tracking animal size over the ages. "Although we knew that temperature might set a maximum for body size," Smith says, the new findings actually present a mechanism?and do so in a very detailed manner, showing "how animals responded to a particular temperature at a particular place at a particular time."

Welcome to the Dr. Dog show. Enter the quintet from Pennsylvania that has made its mark through energetic live shows and quirky lyrics. Hipster hip-shaking and rhythmic beats shall ensue.

Dr. Dog released its sixth studio album, ?Be the Void,? Feb. 3 of this year with the intent to professionalize and prune its raw sound that has been stacked together in its quaint Pennsylvania studio since 1999.

?Be the Void? illustrates the emptiness created by the monotonous routine of releasing an album, then touring and putting that playlist on repeat.

?It?s hard, when you spend half your time away from your friends and family, to feel like you?re as connected as you could be to the people around you,? vocalist and bassist Toby Leaman said on their website.

?I think that?s a lot of what this album is about. ?I?m alone of my own making? ? that attitude. You see that all these people have lives and things go on and on, and if you?re in a band, it?s pretty much static.?

Band members Toby Leaman, Scott McMicken, Frank McElroy, Zach Miller and Eric Slick, otherwise known by their band nicknames Tables, Taxi, Thanks, Text and Teach, respectively, paired up with Rob Schnapf, who has produced tracks for Beck and Elliott Smith, to clean up their sound.

With the first shake of the tambourine on ?These Days,? the album places you alongside a beach, driving with the top down and wind in your hair. Leaman sings, ?Why you wanna go now?/I don?t wanna go now/Even though my friends are on/And the music?s on.?

Dr. Dog candidly admits its sound is heavily inspired by music from the ?50s and ?60s and their inclination to styles from those decades shines throughout the album.

?Turning the Century? compiles simple harmonies and clever lyrics, which consummate a unique, modern-day Bob Dylan vibe like the lyrics, ?Mouth of the river/Spit out the sea/Shake the hands of time/Turning the century.?

?Over Here, Over There? also embodies Bob Dylan influences with peace-induced lyrics, such as ?I tip my cap to the heavy, heavy rain/I wave hello when I see a snake go by/I ain?t a fighter, never been in a fight/Can?t get no answers from the other guy.? Other tracks, such as ?Heavy Light,? ?Warrior Man? and ?Do the Trick? all lend themselves to influences from Dylan and The Beatles.

?Be the Void? flows from each song to the next, maintaining one story line in effortless continuity. Each track?s successor makes sense in its place to carry on the sequence. Dr. Dog maintains a light-hearted contentment with the unhappiness it experiences in this void, with the exception of ?Vampire,? which unleashes built-up anger it holds for the person it describes as a vampire that does ?no reflecting at all/You never think what you do really hurts/You?re always giving me maybe, If I get something at all.?

The Hopkins Center for Health Disparities Solutions at the Johns Hopkins Bloomberg School of Public Health has now opened registration for the International Conference on Health in the African Diaspora ICHAD 2012. The conference will be held July 4-8, 2012 at the Renaissance Baltimore Harborplace Hotel in Baltimore, Maryland, USA.

The theme of ICHAD 2012 is "The Great Scattering: Connecting the Dots between Slavery and Contemporary Health in the African Diaspora."

Today there are approximately 160 million black descendants of the trans Atlantic slave trade living throughout the Western Hemisphere. ICHAD 2012 is an international conference that will explore how this population is faring today. From Canada to Argentina, blacks throughout the region share a common history of slavery, marginalization, and resilience. However, this group has also evolved through divergent social and cultural experiences, with research showing striking commonalities and differences in the health and well-being of slave descendants.

There is also a stark health divide between slave descendants and other groups. For example, compared to the infant mortality experience of general populations in the Western Hemisphere, black infants throughout the region are at least twice as likely to die before their first birthday.

In the summer of 2012, researchers, policymakers, health advocates and other change agents from across the hemisphere will gather in Baltimore to explore the health status of black descendants of the trans Atlantic slave trade and to identify multilevel actions, including international partnerships, for improving the health of this population.

Presenters at the conference hail from over ten academic disciplines, including public health, sociology, medicine, economics, history, anthropology, nursing, and psychology. Presentations will focus on more than a dozen countries in the region, including Brazil, the United States, Colombia, Cuba, Jamaica, Canada, Honduras, and the Dominican Republic.
